Campus Principles
Maintaining Campus Appearance
Do not vandalize walls on campus or post notices without permission. In addition, do not leave plastic bottles, empty lunch boxes, magazines, or similar items scattered in classrooms. Trash must be disposed of in trash bins or taken home.
Maintaining a Quiet Environment
To maintain a suitable environment for classes and research on campus, refrain from making loud noises, such as shouting or using megaphones or speakers at high volume.
Do Not Obstruct Pedestrian Traffic
Many people move through the campus. Actions that obstruct others’ passage, such as marching in groups, sitting on the ground, or playing catch, are prohibited.
Consideration for the Daily Lives of Local Residents
To help the University maintain good relations with the local community, take care not to disturb local residents. In particular, do not practice musical instruments or make loud noises after 21:00.
Smoking While Walking and Littering Cigarette Butts Is Prohibited
At Tokyo Metropolitan University, as a measure to prevent secondhand smoke, smoking is prohibited within the campus buildings (classrooms and club rooms), including smoking while walking, and in outdoor areas other than in designated smoking areas. Those who smoke must use designated smoking areas and must never smoke while walking or discard cigarette butts elsewhere.
Prohibition on Remaining on Campus at Night
Students may remain on campus only during the following hours.
● Monday through Saturday, excluding public holidays, 7:00 to 22:00,
● Sundays and public holidays, 7:00 a.m. to 17:00.
To remain on campus outside the hours above, the “Application for Permission to Use Facilities Outside Permitted Hours” must be submitted (the “Application for Permission to Use Facilities Outside Permitted Hours” is available at each faculty office).
Purchasing a Commuter Pass
If there are questions regarding the issuance of a commuter pass, first- and second-year undergraduates should contact the Academic Affairs Division, and third-year and above undergraduates (including second-year students in the Faculty of Health Sciences) should contact the faculty office.
If money or valuables are found at the Minami-Osawa Campus
l If money or valuables are found at the Minami-Osawa Campus, bring them to the Student Affairs Division counter.
Items turned in will be kept for three months in the lost-and-found display case in front of the Student Affairs Division. Valuables are not displayed, so contact the Student Affairs Division Counter 1.
Commuting by Car
Commuting by car (four-wheeled vehicles) is prohibited at Tokyo Metropolitan University. However, if the use of a car or similar vehicle is unavoidable due to health conditions, a physical disability, or work obligations as a working student (excluding part-time jobs), submit an application for commuting by car to the Student Affairs Division. Following review, if it is determined to be necessary, an issuance card for a Vehicle Entry and Parking Permit will be issued. For details, please contact the Student Affairs Division.
Commuting by Motorcycle
At the Minami-Osawa Campus, entry permission is required to commute by motorcycle (motorcycles and motorized bicycles). However, applications are not accepted from those who reside within the area shown in the separate diagram.

To Obtain Permission for Entry and Parking
Bring a student ID card, submit the prescribed application form at the Student Affairs Division, and obtain issuance of the “Entry and Parking Permit (Two-Wheeled Vehicle).” Applications are accepted at any time.
After Permission Is Granted
lWhen entering campus, attach an “Entry Permit Sticker” to the motorcycle and carry the “Permit” at all times. In addition, measures such as tire locks may be taken for motorcycles that do not have an “Entry Permit Sticker” attached or that are parked outside designated parking areas.
Bicycle Use
At the Minami-Osawa Campus, when using a bicycle on campus, a Bicycle Permit Sticker must be affixed to the bicycle.
To Obtain a Bicycle Permit Sticker
Complete the prescribed procedures at the office of the faculty or academic program of affiliation (for first- and second-year students in the Faculty of Systems Design and first-year students in the Faculty of Health Sciences, the Student Affairs Division) and obtain issuance of a Bicycle Permit Sticker.
After Receiving a Bicycle Permit Sticker
Clearly write the student ID number on the Bicycle Use Sticker and affix it to a clearly visible part of the bicycle (rear fender, frame, etc.). Bicycles without the permit sticker may be removed.
When parking a bicycle, use only the official bicycle parking areas designated by the University.
In addition, to prevent theft, a double lock using a chain lock is recommended.
